What is being asked for

The demands.

Set out in plain language so you can make up your own mind. We're describing what is being demanded, not endorsing it.

  1. 01

Independent audit of every leaked paper

A published, time-bound audit of each examination where a leak has been alleged — findings made public, not filed away.

  2. 02

A fixed compensation and re-exam rule

When an exam is cancelled, candidates should know within a stated number of days when it will be held again and what happens to age and attempt limits.

  3. 03

    Accountability that reaches upward

Action that does not stop at the arrested courier. Named responsibility at the level that signed off on the process.

  4. 04

    Transparency in the examination pipeline

Public disclosure of who prints, transports, and stores papers, and what the chain of custody is at each step.

  5. 05

A student grievance body with teeth

A standing forum where affected candidates can be heard, with the power to compel a response within a deadline.

Context

Why this, why now.

The cost is measured in years

A cancelled exam is not an inconvenience. For candidates near an age or attempt limit, one cancelled cycle can close a route permanently.

It keeps happening

The specific complaint changes; the pattern of leak, denial, cancellation, and silence does not. That repetition is what the demands are aimed at.

Nobody senior has been named

Arrests have generally reached couriers and intermediaries. The demand is for accountability at the level that designed and signed off on the process.

There is no standing forum

Affected candidates have no body they can take a grievance to and get an answer from within a deadline. Right now the only available channel is the street.

This page summarises demands as they have been publicly stated. Where a demand has been revised, we'll note the change rather than replace the text silently.
